Mainly, the Photo option comes in the menu when typing a tweet. If it does not appear, it may be due to your phone's Java not supporting camera access (happens with some phones). But doesn't work. Once I start the app it says Initializing and then after some time it says Failed to initialize: service unavailable. I have an GPRS/Edge data connection. Is that a problem?
